A great deal of the housing through Whitchurch and Rhiwbina went up between the wars, and a great deal of it was dashed. Seventy-odd years later that dash is often hollow in places and holding water in others.
Taking it off is dirty and takes a day or two per elevation, but it is what lets you see the wall — and fix anything wrong with it — before it disappears again for fifty years. The visual difference between a dashed 1930s semi and the same house rendered smooth is enormous.

The garden village has its own published council character appraisal and is one of Cardiff's 27 conservation areas. That matters, because permitted development rights for external alterations do not apply the same way inside a conservation area, and some Cardiff conservation areas carry Article 4 directions that remove them for minor changes as well.
Check whether your address is inside the boundary before you plan a re-render. It is a five-minute job on the council's conservation pages and it saves an expensive conversation later.

The standing job in this stock is the ceiling — textured in the seventies, painted over ever since. Sound shallow patterns can be sealed and skimmed. Heavy patterns and anything pre-2000 are normally better overboarded, which leaves the old coating undisturbed.

Can pebbledash be taken off, or do we render over it?
It can be taken off. Around Whitchurch there is a lot of it and much of it is at the end of its life, blown and hollow in patches. The honest test is tapping it: if it drums, putting a new finish on top is buying a few years, not fixing anything. Where it is sound in some areas and gone in others he will say which is which.
We are in Rhiwbina Garden Village. Do we need permission to render the house?
You need to check before anything is ordered. Rhiwbina Garden Village is a conservation area, and Cardiff has a number of Article 4 directions that remove permitted development rights for exactly this kind of alteration. Cardiff Council's conservation pages and the Welsh Government guidance on external walls are the places to confirm it, and it is a phone call to the council rather than something a plasterer can sign off.
What is the commonest inside job around here?
Ceilings. A lot of the stock has artex or a tired ceiling in every room, and the quickest improvement is over-boarding and skimming them out flat. After that it is over-skims after a purchase and making good after new windows.

How long is the house in scaffold for a full render?

Needed kitchen Artex ceiling plastered. Jetnor was quick to respond and arrange a date & time to quote. Quote was very reasonable and job was carried out to an excellent standard (photos attached). He turned up on time, was very polite and cleaned up after he finished. He used Blue Grit on the Artex first and plastered when dry the next day. We would highly recommend Jetnor if you need any plastering done. You will not be disappointed. 10 out of 10 from us.
